Recently,We do some testing.There are two PC that we told them A and B send TAPC via telnet.
When A send
i on
z 1
x l n 2 101 2
then the Q-host will response
S 101 PAGE_NEW_REQ
S 101 PAGE_ACTIVE
then B send
i on
z 1
x l n 3 102 3
then the Q-host will response
S 101 PAGE_NEW_REQ
S 101 PAGE_ACTIVE
but A not recv any messge,why? Does it right? I think A will should recv some message about item not working.

Please list the licenses you have installed on your system... I would guess one fo the licenses is not correct.
BTW, this is more of a technical support question... have you contacted them yet?
