Is there a way to set a min or max amount of gain on a fader or gain control? Like I only want a fader to go from -20 to +6 so to speak.

The easiest way is to just use a generic level control and make it the master for the control you would like to manipulate.
You can specify hard minimum and maximum levels for that generic control in the generic device's properties.
